А где написано, что регистр материалов для особых запасов не деблокирует расчетную периодическую цену в качестве будущей плановой цены?

Если кому интересно - САП на словах (в кастомер месседже) сказал:

The functionality to release prices for valuated sales order stock is
not available. CKME is for materials in the anonymous stock only.

You ran into a functional gap which is there because the concept
of the valuated project stock and valuated sales order stock
does not foresee all possibillities which are provided for
stock materials. The valuated project stock are seen as temporary,
with a short lifetime. Therfore there was seen no necessity to perform
planned price changes on them.

Special stock valuated materials with the standard price price control
are valuated as per the following strategy is HARDCODED in the system:

1. looks into EBEW/QBEW if any GR/IR has already taken place.
2. runs user Exit COPCP002 / EXIT_SAPLCK36_001 which is designed
exclusively for valuated sales order stock.
3. looks for a marked sales order cost estimate.
4. looks for planned costs of a production order (preliminary costing).
5. CU50 if configurable material (only for project stock)
6. standard price from MBEW (standard cost estimate)

The first time a goods movement is carried out the system will go
through this strategies until it can find a valid price, and then will
write an entry in EBEW/QBEW. The successful strategy number is also
written to field LBWST.
From then on, the price from these tables will be used for valuating thespecial stock in every other goods movement.

Please also have a close look to note 520000 which provides more
information about this logic.

So CKME and CKMPRP don't offer this possibility. Consequently also the
actual costing cockpit can't maintain the future prices for
project stock materials.
The only workaround as you already mentioned is the manual
or batch input usage of MR21 to change the standard prices.
I also have to tell you that there is no development in the queue
to close that gap.
